I created edit control in WebDev 19 with type Text and input mask Digits(or Digits ,.+-), but it works not correctly. I can input all letters. Is this a bug?

You mentioned the Input Mask. Have you tried to change the Type to NUMERIC?
The input mask won't restrict the character types in the way that you need.
