Has anyone made a WebDev edit or text field read to speech?

Google Chrome speak is a Chrome app and there is a Chrome extention at:
chrome-extension://diagnfimeecdcecjpnkjgbnlelkclcpj/options.html

There is also Chrome.tts at:
https://developer.chrome.com/apps/tts

But... I don't know how to integrate the javascript into Webdev.

TTS would be a very useful function of WebDev directly..

I've searched and am surprised that no one seems to have asked about WebDev TTS?
