How to get the Scrollbars working with keeping anchors and fixing?

Just to say,

if the Browserwindow, is smaller than the minWidth of the Multiline-Text, the Image never comes into view.
If it may have a Link assigned, it won't clickable, cause the user can't scroll it into view.

of course i have a picture ....
