Windows 2019 IIS initial Webdev startup always hangs for 5 seconds

Moving from Windows 2008 to 2019


The same exact application takes 4-5 seconds to load on 2019 and is instantaneous on 2008.

I can see the WebDev Administrator Connections connection show up immediately but,
it takes another 4-5 seconds for the first page to display.
