fCopyFileWebFolder function fails, recommended solution doesn't fix

I am trying to use the Unit Example page "Uploading or Downloading to Server" and got stuck on trying to upload a file to my server. I get the error "The current configuration of the application server does not allow the use of fCopyFileWebFolder.
Enable the corresponding option in the 'Advanced' tab of the management interface of the WEBDEV application server to allow it." which sounds straightforward enough, but when I get into my server and run the Webdev Administrator, Advanced Tab, enable "Allow fCopyFileWebFolder and fDeleteFileWebFolder", I still get the same message :( I have tried restarting all of the services, even restarted the web server computer with no luck. Anybody else go through this?
