Unable to compile WebService on my computer

Hi, im new doing webservice with Webdev, i followed a tutorial to make a REST Webservice, when i compiled for debugging i was unable to make a "GET" command for specific ID

And when i tried to Compile the webservice to try and run on my machine as an Intranet webservice, when i open the URL provided, it gives a 404 error saying the file does not exist.

If someone could help me, i would be very thankful
