I know one approach is to determine device being used and then display "mobile page" or "tablet page" or "Desktop computer page". I've seen some websites that as you shrink the window on the desktop, it "becomes" a mobile screen layout - right down to the menu bar becoming the "3 line menu button" in the top right hand corner.
