Remote desktop logging to Webdev xii

I have installed webdev 12 on a Windows 2008 terminal server.
I can start and work with windev locally on the server, no problem.
When I try to log on a remote desktop, I get the message

Electronic protection not recognized
Check wether dongle is correctly plugged in
Check wether printer is connected
If you use a network dongle, no other licence is available.

Dongle is correctly plugged in
Printer is connected
I use a regular dongle.
No session is open on the server.
No other user logged in on the network

Where are you connecting the dongle? In the server or on the client? I think it should be on the client.
