.net dlls app.config not found

I have imported .net dlls into my windev application. The .net dlls require an app.config (for entity framework connections). But at runtime, the .net dlls throw an error that they cannot find the app.config.

I've tried putting the app.config everywhere in the folder structure for windev execution. No luck.

Any ideas? Much obliged.
