VPN license validation to server

Hello All,
Has anyone ever had a problem with WebDev validating the license against the server through VPN. I have the nethasp.ini has the proper IP set to the correct server where the SCM resides. When I plug into the system here at work through, it validates perfectly without the VPN going. We have one laptop that works fine through vpn. we have compared the settings on both laptops for wireless etc. We have reinstalled both the VPN and WebDev. If you have any ideas that might help we would really appreciate it. Thanks
