Creating a Template

Newbie again.
I am trying to create a template, and have followed all the steps in the help, I think. I have done it twice now.
The last step is creating a template preview.
The steps are:
In a project linked to a data model, create a new window.
Select the previously created window template. No template appears in the "Preview" area.
Validate the window creation. The window becomes the current window.
Copy the new window and paste it into Paint, then save it as a BMP.
Well, when I create the new window it does not use the template window, which has a light blue background. It has the standard gray background, and when I base a project on the new template the windows don't have the blue background.
