When I try to create a new window template WD gives me the option of picking any number of styles to chose from. PureWinter, Neo, etc. I really don't like any of them much. How can I create my own? Do I have to draw one in Paint or Adobe Illustrator and then name it MyWinStyle.sty or MyWinStyle.wdw?

I am sure you can make your own style but doing this and exactly how you would then make it available for selection I have no idea.
One thing is for certain it would be a great deal of work.

If it is just the window background then you can edit/create one in any imaging software.
Once you have got it to your liking copy the image to the directory of your project - there is no concept of style assignment for windows.

Then create a window as a template, select your image as the background, fiddle around with the 9 image mode if required and you are good to go.

Bear in mind that all controls placed on the window will automatically default to the selected project style - required changes here can be handled as normal in the project style sheet.
