I think it is listing only those tools that are either using some existing Framework or are Framework themselves. And WM does not fall in any of these!
For that matter there are many dev tools that are not listed like for example: Delphi Xojo B4A B4i etc.

Hi. I think the page is only about frameworks with "Free" or "Open source" licenses. In the list all the "for pay" products (Xamarin or Smartface for example) have a "free" version more limited. I don't know if the WM Express is ok for this.
