I am desparately trying to add a menu bar to a window, but can't find where it is done!

"To create a main menu:
In the window editor, open the window where a main menu must be added.
On the "Window" pane, in the "Bars and menus" group, expand "Main menu" and select "Add the main menu". The first menu option is displayed in the menu bar. By default, the name of the main menu is "_Menu" and the caption of this first option is "Menu"."
Where is the "window pane"?
Where is the "Bars and menus" group?
Have I become blind, or has PCSoft reached a new record level in creating "cognitive friction" between its software and its users?:rp:
Any hints?
