Can webdev have function to search by POSTAL CODE of certain country and return the street name ?

yes and no...
Yes, because that is just a search in a DB of zipcodes, so you just need to procure such file, and you can find lots of them on the web.
No, because a zip code does NOT match ONE street name but many (by example, my zip code 97118 matches the whole city of Saint François, ie more than 100 streets)
