Hi 
I really tried to fix it by looking through this forum but nothing seem to work.
i have windows10 32bits
i dont know if Windev21 is for both 32bits and 64bits or not then where can i get a version for 32bits.

go to "....Windev21\Programmes\haspdinst.exe"
run a dos command from this directory
cmd "...Windev21\Programmes\haspdinst.exe -install"
That should do the trick however, try to get the latest HASP Driver.
If you are using a dongle emulator (to hack or not windev) before using the real key, this is a common thing (a lot of hacker wonder why thing doesn't work when they decide to buy the software), just reinstall your windows, they're no other solution !
